Candys Ballanger-Michaud, WSN CEOCandys-Ballanger-Michaud

Candys Ballanger-Michaud is the inaugural CEO of WSN, which has been formed to amalgamate MASHA (Mines and Aggregates Safety and Health Association), OFSWA (Ontario Forestry Safe Workplace Association), and PPHSA (Pulp and Paper Health and Safety Association).

A strategic change leader with over 25 years of experience in the Ontario Public Service (OPS), Candys has a proven track record of transforming service delivery while advancing health and safety in Northern Ontario. As Director, Northern Region – Operations Division with the Ontario Ministry of Labour, she achieved reductions in workplace incidents through working with partners within an integrated health and safety framework.

Having moved to Northern Ontario in the early nineties while progressing through a variety of leadership roles within the OPS, Candys has demonstrated the skills and approaches required to improve the culture of health and safety in Northern Ontario business. She has received many awards in recognition of her dedication and leadership towards development in the North.

Bill Shaver
Bill Shaver, Chair

Bill Shaver is the Chair of Workplace Safety North. Bill is a Mining Engineer with over thirty years of experience at the Executive and Board level in various public mining and contracting businesses. He was Chair of the Mining and Aggregates Safety and Health Association (MASHA) from 2000 to 2010.

Bill is presently the Chief Operating Officer of  FNX Mining Company Inc., a Canadian mining company with copper and nickel operations in Sudbury. Bill is also the President of DMC Mining Services, a mining contracting company with operations in Canada, the United States and Mexico.

Bill has a passion for safety and environment excellence and supports education of young people through scholarships at Laurentian University.

Terry Bochko
Lance McKillop

Lance has over 34 years of experience in the Pulp and Paper industry and currently works for Resolute Forest Products in Thunder Bay. He has been directly involved in advancing health and safety at Resolute for over 20 years and has recently completed his Occupational Health and Safety Certification through Ryerson University. 

Lance has held several positions during his career, including Shift Crew Leader, Site Safety Coordinator, and Site Training Coordinator. It was in his position as Site Safety Coordinator that Lance realized he has a passion for workplace health and safety. He firmly believes in the vision of  every worker, home safe and healthy.

Marshall Greensides
Marshall Greensides, CRSP

Marshall Greensides is Corporate Health and Safety Coordinator for Norampac, a division of Cascades Canada Inc, and has been with Norampac since 2001. Marshall has worked within the field of occupational health and safety for 13 years.

He obtained the Canadian Registered Safety Professional (CRSP) designation in 2005, and was a member of the Board of Directors for the Pulp and Paper Health and Safety Association (PPSHA) from 2004 to 2009.

Sandra Haddad
Sandra Haddad

Sandra Haddad works throughout Canada, but she is a person who appreciates the very distinct nature and beauty of the North. She is a noted advocate in the areas of health and safety, and has always had a role in promoting its direction in Ontario. 

She has served as a volunteer on many not-for-profit Boards, and holds a particular interest in reaching out to our youth, whether through training, provision of bursaries, or taking students in on programs.

As a business owner in the North, she understands the challenges and distinct differences our Northern Ontario businesses face daily. Sandra has worked in all facets of industry, including all of the resource industries that drive our Northern economy.

John Benoit
John Benoit, BA, CRSP

John Benoit has been involved with health and safety for over 20 years, and is presently the Manager, Occupational Health and Safety, at Laurentian University in Sudbury and a member of the Council of Environmental Health and Safety Officers, Universities of Ontario (CEHSO). 

John is a member of various committees on the WSN Board including the Finance and Audit Committee and the Governance and Strategic Planning Committee.

John served as a volunteer with the Industrial Accident Prevention Association (IAPA) for over five years, and played an integral role on the IAPA Safety Solutions Conference Planning Committee. In addition to promoting the conference across Northern Ontario, he is actively involved with the Young Workers Awareness Program. Since 2004, John volunteers with Camp BUCKO, a summer camp for children in Ontario recovering from burn injuries.

Clyde Healey
Clyde Healey, BA, CHRP

Clyde Healey is the former Vice President of Corporate Services for PUC Services Inc. of Sault Ste. Marie. While employed with the utility, he ushered in the deregulation changes of 1998, as a member of the Steering Committee which had been formed to set up the new private enterprise corporation. The Committee developed the model for the new corporation including the development of a business strategy that allowed for the transformation to new competitive business units, and drew up the by-laws and organizational structure.

Prior to joining the Utility, he was a Human Resources Officer with the Sault Ste. Marie Board of Education. Mr. Healey joined the Army Reserve in 1967 as a junior officer in an Artillery Regiment. He progressed through the officer ranks to become the Commanding Office with the rank of Lieutenant Colonel. While serving in the military, he also lead the organization through a restructuring of the ways in which the military transacted its business. He commanded the regiment on two separate occasions for a total of 10 years, and held the appointment of Deputy Commander of Northern Ontario District Headquarters, retiring after 26 years of service in 1999.

His leadership skills have been developed through a diverse variety of experiences which include senior manager position in the utility sector, a command position in the Military and variety of volunteer experiences. He holds a Bachelors Degree, Teaching Certification, Human Resources Certification, Emergency Preparedness training, and extensive health and safety training.

John Bagacki
John Bagacki, HBSC

John Bagacki has been employed with AbitibiBowater Inc. in the Woodlands Division since 1984. He has over 30 years experience in the forest products industry in a wide range of woodlands operations and management positions and has worked in pulp and paper operations in various positions. He has been involved in health and safety prevention in some way for most his career, has an extensive financial management background and has broad experience in dealing with various government and regulatory agencies.

John served on the Board of Directors of the Ontario Forestry Safe Workplace Association (OFSWA) from 1999 to 2009, including two terms as President.  He has served on numerous health and safety prevention and education initiatives that include serving as an executive member of the Rainy River District Logging and Safety Committee from 1989 to 1995,  a member of the Ontario Forestry Safety Coordinators Group from 1991 to1995, a member of the Ontario Forestry Tripartite Committee from 1999 to 2002 which introduced the Mechanized Harvesting Equipment Operator Safety Training Program and served as an executive member of the Northwestern Ontario Log Transportation Association (NOLTA) from 1996 to 2007.

Dwight Harper
Dwight Harper

Dwight Harper has a diverse work history. Dwight has worked in the mining industry for the past 18 years and has been directly involved in health and safety for the last 12 years as a union representative. He was elected by his peers to the position of full-time Health and Safety Officer at the Xstrata Smelter in Falconbridge for 8 years and served as both President and Vice-President of CAW Local 598 Mine, Mill and  Smelter Workers. Dwight held the position of Vice-Chair on the Board of Mines and Aggregates Safety and Health Association (MASHA) for several years and was recently recruited to the Occupational Health Clinics for Ontario Workers (OHCOW) advisory board.

Dwight has been an instructor for the Workers Health and Safety Centre since 1999 and continues to teach health and safety throughout the province.

Dwight says his passion for health and safety is only superseded by his desire to attain zero harm.

Gaëtan Carrier
Gaëtan Carrier

Gaëtan Carrier has been involved in health and safety for over 20 years and has been the health and safety worker's representative at Tembec Hearst Sawmill since 1997. He has also been the Chair for the United Steel Workers Local 1-2995  H&S Council since it started in 2005. Gaëtan has served on the Ontario Forestry Safe Workplace Association (OFSWA) Board since 2005. Gaëtan has been a Board Member for Workplace Safety North since the start of the new venture.

Gaëtan served as a volunteer for 8 years on the Saint François Xavier Parent Council. Since 1994, Gaëtan has been an active member of the Nordic Regional H&S Committee on which he has served  as secretary, Vice-Chair and Chair. Gaëtan has also been part of the Mattice-Val Coté Volunteer Fire Department and is now the Training Officer. Gaëtan is actively involved with the Young Workers Awareness Program for the United Steel Workers (USW).

Gaëtan is trained as an instructor to deliver material for Tembec, the Canadian Labour Council (CLC), the Ontario Federation of Labour (OFL), the Workers Health & Safety Centre (WHSC), the Ontario Fire College (trainer facilitator) and a Master Trainer with IAPA.
