Ministry of Labour Inspection Blitzes

What is a Ministry of Labour blitz?
The Ministry of Labour’s proactive inspection blitzes focus on sector-specific hazards, and are designed to raise awareness and increase compliance with health and safety legislation. They are part of the province’s Safe at Work Ontario compliance strategy.  During a blitz inspection, inspectors focus on specific sectors, workplace areas or activities in which the targeted hazards may be present.

The blitzes are announced in advance and results are reported after they are completed. The ministry tracks each sector to determine if the blitzes result in a long-lasting increase in compliance and decrease in injuries.

What the law says
In Ontario, workplaces must allow a Ministry of Labour inspector into the workplace. During a blitz campaign, inspectors have been instructed to take a zero-tolerance approach, meaning that if a workplace is found to be non-compliant, the MOL will prosecute in some way. Recent hazards that have been targeted include:

  • loading docks
  • conveyor guarding and lockout
  • musculoskeletal disorders
  • young and new workers
  • falls from heights
  • forklifts and lifting devices
  • fall hazards at construction and other sites
  • workplace slips, trips and falls
  • hazardous chemicals

How MOL blitzes can affect your business
MOL blitzes target hazards that can lead to high-cost injury claims. These claims result from injuries that cause fatalities, long-term disabilities, or by their nature tend to reoccur or become chronic. The high costs are passed along to employers in the form of higher WSIB assessments, insurance premiums, lost time, and lower productivity.

What you can do

  • Be proactive: identify the hazards in your workplace that can cause injury or illness and establish a plan for how these hazards will be managed
  • Get some help from your health and safety association to find out what training you need to ensure compliance before the inspector arrives
  • Perform your own workplace audit
  • Make your employees aware of the hazards
  • Have a well-documented health and safety program visibly in place, and implement hazard-related strategies, tools and training
  • Correct any deficiencies identified by a Ministry of Labour inspector
  • Work collaboratively with the inspector

Young and new worker blitz starts now
Keeping new and young workers safe continues to be a priority for Ontario's Ministry of Labour. The fifth in a series of young and new worker inspection blitzes began May 1, and continues until August 31. Last year, almost 3,000 workplaces received visits from inspectors, who issued almost 10,000 orders. Anticipate as many or more this year.

Ministry of Labour Sector Plans
As part of Safe at Work Ontario, the Ministry of Labour (MOL) develops annual sector-specific enforcement plans that focus on hazards specific to workplaces in different sectors of the economy. The plans outline what inspectors will be looking for in each sector during an inspection.

The plans were released on June 30th and are available on the MOL website. Here is a snapshot of what’s inside:

Loading dock blitz results
In February 2011, 1,089 workplaces received 1,285 blitz-related visits by Ministry of Labour inspectors. The inspectors issued 3,233 orders, including 84 stop work orders. Inspectors found that workers are exposed to similar hazards in workplaces across all industrial sectors, regardless of the size of the workplace or nature of business.

Summertime Safety for Young Workers
This month, Ontario’s Ministry of Labour launched a 4-month blitz targeting industrial, retail and health care workplaces. This is the fourth blitz in as many years. Last year, the ministry inspected 3,097 workplaces and issued 3,555 orders, including 255 stop-work orders.

Conveyor inspection blitz results: 3,092 work orders
Guarding was the number one concern of compliance orders issued under a recent conveyor inspection blitz, reports Ontario’s Ministry of Labour. Conducted from November 1 to December 31, 2010, the blitz resulted in 3,092 orders issued against 833 workplaces. Of these orders, one third (944) involved machine guarding. The second and third most common orders involved maintaining equipment in good condition, and taking every precaution reasonable in the circumstance to protect workers.
